The one county here where you are genuinely competing
Of the counties on this site, Limerick is the hardest. The keyword data puts it at medium competition where Kilkenny, Kildare, Meath, Donegal and Tipperary all sit at low — which is what you would expect from Ireland's third city. There are established agencies here, and businesses that have already had two or three websites. We would rather say that plainly than sell you an easy win that is not available.
What it means in practice is that the things which are optional in a quieter county are mandatory here. A page per service rather than one services page. Genuine local specificity — Castletroy and Raheen and Dooradoyle are different markets with different customers, and a site that says "Limerick" is competing with everyone while distinguishing itself from no one. Site speed measured rather than assumed. And a Google Business Profile that is actively posted to, not claimed once.
The upside is that the ceiling is higher. A city market with a university, a technology park and a manufacturing supply chain has buyers who spend more than a county-town market does, and who will pay for a booking system, a portal or an integration rather than a brochure site. If you are selling into that end, the site is being assessed by somebody comparing you with a competitor who also has a decent site — so the questions become how fast it loads, whether it works properly on a phone, and whether the content answers what they came to find out.
The county is not all city, either. Newcastle West, Adare and the western end behave like county towns with their own trade rather than as suburbs, and a site built entirely around city-area terms will not reach them. If your work spans both, treat them as two markets — which is a good deal cheaper than discovering later that half the county never saw you.

Measure the speed rather than assume it
In a market where competitors have already invested, load time is one of the few things still routinely neglected. Test it, fix what the test finds, and keep the Google Business Profile actively posted to rather than claimed once — both are ordinary work most of the field is not doing.
