By area, almost never by county. Somebody looking for a tradesman in Cork does not search "Cork" — they search Ballincollig, Douglas, Blackpool, Carrigaline, Midleton, Mallow. Cork is a city with a large county attached and the distances are real, so "near me" means something much narrower than the county name.
That is where most Cork business websites fall down. They say "serving Cork and surrounding areas", which matches nothing anybody typed. A site that names the suburbs and towns you actually travel to — and says plainly whether you go as far as West Cork or stay inside the city — has something concrete for Google to match against.
Your Google Business Profile does even more of the work. For a local search it is the map panel that gets the calls, and it needs to be claimed, verified, and carrying the same address and phone number as your site. We set that up as part of every plan. Do I need a Cork-based web designer?
For the work itself, no — and be wary of anyone who tells you otherwise. Building a website involves no site visits. What actually matters is whether they answer the phone in eighteen months when you need a change, and whether the domain is in your name rather than theirs. On the monthly plan you are committed for twelve payments, because there is nothing to pay upfront and those payments cover the build. Once they are done the site is yours — stay on the €15/month care plan or take the files for a one-off €50 fee. Your domain is registered in your name throughout and your content is yours — we hand both over, no argument.
